Fred Hargreaves OBE

Fred Hargreaves is a former British Army Brigadier with more than 30 years’ leadership experience across Defence, government, industry and the third sector. He combines operational credibility with commercial insight and an extensive network across the UK and allied defence communities, helping boards and investors make better-informed decisions on technology, defence markets and strategic growth.
Following a military career specialising in C4ISR and Cyber operations, Fred spent five years as a Director in L3Harris’ Intelligence and Cyber division, leading strategic engagement, business development and marketing across the UK, Europe, Australia and the United States. He subsequently founded Parabellum Advisory, where he advises government organisations, defence companies, technology businesses and private capital investors on four interconnected areas which shape the future of national security: digital transformation, cyber and AI; autonomous systems; private capital investment; and the operational lessons and opportunities emerging from the war in Ukraine.
Fred previously served as Joint Forces Command Attaché at the British Embassy in Washington DC, which combined with five years in a major US defence prime, has given him deep transatlantic relationships across government, industry and the investment community. He is an active industry advisor to MissionLink UK, a not-for-profit organisation that connects exceptional early-stage technology founders with UK government decision-makers, investors and thought leaders. He is also a Board member of the British Paralympic Association, reflecting more than two decades of leadership in disabled sport and organisational governance.
Fred is a graduate of the UK military’s Higher Command and Staff Course, the Royal College of Defence Studies and Oxford Said University’s Major Projects Leadership Academy. He also holds two defence-related Masters degrees, and is a Fellow of both the Institute of Engineering and Technology and the Chartered Management Institute.
